The consultant is an employee of the staffing firm, which handles payroll, taxes, workers' compensation and often benefits. You pay an hourly bill rate.
The consultant works through their own corporation, or through another firm, which invoices the staffing partner. It's common with very experienced independent consultants.

The staffing firm recruits and you hire the candidate onto your own payroll from day one, usually for a one-time placement fee.
